Ofcom said: “We expect further, sustained and continued improvement.
“We remain particularly concerned that disabled consumers and those with limiting conditions are still more likely to encounter difficulties with the delivery process (71%) compared to other people (63%).â€
Rival Yodel was rated second-worst at 38 per cent.
Overall, 78 per cent of recipients were satisfied with parcel deliveries but 67 per cent have had a problem in the past six months.
Most common annoyances were parcels being left in an inappropriate location and the delivery driver not knocking loudly enough.
Amazon and DHL scored the highest for customer satisfaction with handling complaints — at 56 and 55 per cent respectively.
Ofcom also voiced concerns about Royal Mail’s universal service, despite improved productivity.
